This vintage  figurine by  is "Donald's Passenger Car" from 1998. It features Donald Duck sitting on top of a green train car. The figurine is #4 in a set of 5 figurines from the Mickey Express line.

The figurine comes with its original box. The back of the box says: "All aboard the holiday Express! Mickey and his friends know how to travel in style, atop their very own railcars. Collect all five figurines to complete your collection: Mickey, Pluto, Minnie, Donald, and ."

The bottom of the figurine is marked "1998, Disney, Hallmark Cards, Inc." 

The box shows some wear, but the figurine is in good condition.
